Bailey resides in the right side of the Plaza, between the Auction House and Poppy. He offers the four weather protection items, and nothing else. Each one will protect your farm from the negative effects of the weather events that can occur each season. He will also explain the various events in another tab.
He seems to be making quite the profit from his trade, as he is holding the Autumn's Embrace shield, which as of this writing is worth thousands of FLOWER.
Bailey's name is a pun on “bailing out," or giving relief or aid in response to a disaster.
