Jafar resides in the upper portion of the Beach, to the right of the Dig Site. He sells Sand Shovels and Sand Drills used in the Dig Site, as well as other collectibles and treasure keys. Jafar will also buy the treasures you uncover in the Dig Site, including previous chapter artifacts.
Jafar is not a delivery NPC, and will not accept any items or flowers.
